Senate Bill 1, the Heaven's 27 Camp Safety Act, amends the Health and Safety Code to set out provisions relating to campground safety and youth camp safety. The bill's campground safety provisions require campground operators to install emergency rooftop access ladders on all cabins located within a floodplain and to develop an emergency evacuation plan for certain natural disasters. Furthermore, the bill establishes heightened safety provisions applicable to youth camps, including provisions that include requirements for youth camp operators relating to the development of procedures for responding to additional scenarios in youth camp emergency plans and for communicating with emergency services personnel and other applicable individuals, the ability to receive and provide emergency alerts at the camp, and safety training and orientation requirements for staff members and campers, respectively. Additionally, the bill prohibits the licensure of certain youth camps that operate cabins located within a floodplain, requires youth camp license holders to submit a renewal application after making certain changes to the camp's boundaries or cabins, and provides for the creation of an online youth camp registry.
