The Professional Services Procurement Act requires state agencies, political subdivisions, and publicly owned utilities to procure certain types of professional services on the basis of demonstrated competence and qualifications and a fair and reasonable price, rather than by competitive bidding. Senate Bill 1133 expands that Act's applicability to include nursing and landscape architecture services.
