Senate Bill 1236 amends the Health and Safety Code to require a wholesale distributor of a product that is determined by the United States Food and Drug Administration to be a combination of a device and a drug to be licensed either as a wholesale drug distributor or as a device distributor and manufacturer based on the FDA's determination of the product's primary mode of action.
