            Current law authorizes a county assessor-collector or the Texas Department of Motor Vehicles to refuse to register a vehicle if the assessor-collector or department receives information that the vehicle owner failed to take certain actions and authorizes a county or municipality to contract with a specified entity to provide that information to the assessor-collector or department, as appropriate.  Senate Bill 1386 amends the Transportation Code to authorize a county or municipality that has such a contract to impose an additional $20 fee on a person who fails to take the required actions.  The bill also authorizes a county assessor-collector or the department to refuse to register a motor vehicle if the assessor-collector or department receives information that the vehicle owner failed to appear in connection with a complaint, citation, information, or indictment in a court in which a criminal proceeding is pending against the owner.
