Senate Bill 1411 amends the Human Resources Code to specify that a dental service or dental product may not be provided under the medical assistance program unless there is a dental necessity, and it requires the Health and Human Services Commission, or any state agency administering a portion of the Medicaid program, to ensure that a stainless steel crown is not used as a preventive measure. The bill also requires that, in setting reimbursement rates for dental services under the medical assistance program, the department reduce the hospitalization fee, eliminate the nutrition fee, provide reimbursement of a behavior management fee only in certain cases, and redistribute the amounts made available to certain commonly billed dental services.
