Bill 176 amends the Penal Code to change the definition of an emergency, as it applies to the offense of interference with an emergency telephone call, from a situation in which a person is in "imminent danger of serious bodily injury" to a situation in which a person is in "fear of imminent assault." The bill amends the Code of Criminal Procedure to permit a peace officer to arrest, without a warrant, a person who the peace officer has probable cause to believe prevented or interfered with an individual's ability to place a telephone call in an emergency.
