Senate Bill 1784 amends the Education Code to authorize the purchase of instructional materials that include content that is not owned by the state and for which preexisting rights may exist under certain conditions. The bill requires the commissioner of education to provide a license for open-source instructional materials purchased by the state that allows for the free use, reuse, modification, or sharing of the material by any person or entity and removes the requirement for the commissioner to develop a schedule for the adoption of state-developed open-source instructional materials.
