Senate Bill 1853 amends the Government Code to authorize the Department of Public Safety (DPS) to establish a statewide program for preventing and detecting certain criminal offenses involving contraband and the smuggling or trafficking of persons between Texas and an adjacent state or the United Mexican States. If the program is established, DPS must implement the program in conjunction with federal and local law enforcement agencies.
