Senate Bill 1884 amends the Special District Local Laws Code to create the Westwood Management District in Galveston County, subject to municipal consent, to provide certain improvements, projects, and services for public use and benefit. The district's powers and duties include, subject to certain requirements, including a project development agreement with the City of League City, the authorization to issue obligations and impose property, operation and maintenance, and contract taxes. The bill provides for, among other provisions, the annexation or exclusion of land and dissolution of the district. The district is prohibited from imposing assessments or exercising the power of eminent domain.
