Senate Bill 1887 amends the Special District Local Laws Code to create the Williamson County Municipal Utility District No. 22, subject to dissolution if not confirmed by voters before September 1, 2007. The bill subjects the district to the requirements of municipal ordinances of the City of Hutto, applicable to that city's extraterritorial jurisdiction, unless compliance is waived. The bill limits the district's exercise of the power of eminent domain outside district boundaries to the acquisition of an easement for a pipeline serving the district. Senate Bill 1887 also grants the district certain road project powers and provides that any such project must have the consent of specified municipal or county authorities. Imposition of a maintenance tax, or the issuance of bonds payable wholly or partially from ad valorem taxes, requires approval by district voters at an election called for that purpose.
