Senate Bill 1907 amends the Government Code to establish that certain information that is not confidential but is excepted from required disclosure is public information and is available to the public on or after the 75th anniversary of the date the information was originally created or received by the governmental body.  The bill amends the Local Government Code to include birth records among the records maintained by a local registrar that are open to public inspection 75 years after they were originally created or received.  Current law provides that physician-patient confidentiality continues to apply to a confidential communication or record relating to a patient regardless of when the patient receives the services of a physician, except for medical records that are requested for purposes of historical research.  Senate Bill 1907 amends the Occupations Code to make that exception applicable to records that are at least 75 years old.
