            State law authorizes a county with a population of 2.8 million or more, a conservation and reclamation district that has boundaries coterminous with such a county and is authorized to provide stormwater drainage and flood control facilities, or a county with a population of 1.3 million or more for which the primary source of drinking water is an underground aquifer, to take certain actions to comply with the requirements of the stormwater permitting program under the national pollutant discharge elimination system (NPDES).  Senate Bill 1932 amends the Local Government Code to include, as part of that authorization, the power to assess reasonable charges to fund the implementation, administration, and operation of that program as necessary to comply with federal or state program requirements.  The county or conservation and reclamation district may not assess a charge against property that is exempt from ad valorem taxation or that is subject to an assessment for the same purpose by another entity.
