Effective September 1, 2015, Senate Bill 203 amends the Government Code and the Health and Safety Code to continue the Texas Health Services Authority until September 1, 2021, and to transfer responsibility for certain functions to a private nonprofit organization with relevant knowledge and experience in establishing statewide health information exchange capabilities. Effective September 1, 2021, the bill provides for the continuation of privacy and security standards for the electronic sharing of protected health information developed by the authority unless amended by rule and requires the authority to seek assistance of a private nonprofit organization in amending those standards and certifying a covered entity.
