            Senate Bill 246 amends Transportation Code provisions relating to toll collection services that a regional tollway authority must provide for a toll project located in the boundaries of the authority.  The bill requires an authority, before providing the services, to enter into a written agreement that sets out the terms and conditions for the services.  The bill prohibits an authority from providing financial security for performing the services if certain conditions are present and authorizes any public or private entity to fund a cash collateral account to be used in the event that an authority fails to make a payment required by a tolling services agreement.
