Senate Bill 263 amends the Government Code to require the commissioners court of each county in the Fourth Court of Appeals District to establish, by order, an appellate judicial system to assist the court of appeals in the processing of appeals filed from the county courts, county courts at law, probate courts, and district courts and to defray certain costs incurred by the county. The act also establishes a fee for each civil suit filed in order to fund the system and adopts requirements for the administration of the appellate judicial system fund.
