            Senate Bill 403 amends the Government Code to authorize the owner of a housing development that received a low income housing tax credit and is subject to a right of first refusal period to sell the development during the first 60 days of that period to a public housing authority or a public facility corporation created by a public housing authority if the authority or corporation owns the fee title to the development owner's leasehold estate.
