Senate Bill 450 amends the Family Code to establish procedures for the enrollment and participation of certain foster children in clinical trials, clinical investigations, drug studies, or active medical or clinical research regarding an investigational new drug or the efficacy of an approved drug. The bill provides for the issuance of a court order to authorize a child's enrollment or participation, including the appointment of an independent medical advocate to assess each case. The Department of Family and Protective Services is required to annually report to the governor, lieutenant governor, speaker of the house of representatives, and relevant legislative committees on the number of children who enrolled or participated in research programs, the purpose of the programs, and the number of related court orders issued.
