Senate Bill 457 amends the Government Code, Health and Safety Code, and Human Resources Code to revise and set out provisions relating to the regulation of certain nursing facilities. The bill provides for the establishment of an annual patient care expense ratio for the reimbursement of nursing facility providers providing services to Medicaid recipients and requires a related report by the Health and Human Services Commission. Additionally, the bill provides for the continued Medicaid reimbursement of applicable nursing facilities while a change in ownership application for the facility is pending and requires nursing facility license applicants and license holders to disclose certain information related to the ownership interests in the facility or the property on which the facility is located.
