The bill requires an agency, as part of its strategic planning, to conduct a strategic staffing analysis and develop a workforce plan to address critical staffing and training needs, including the need for experienced employees to educate potential successors. The state auditor is responsible for developing guidelines for the staffing analyses and workforce plans.
