Senate Bill 593 amends the Local Government Code to specify that a recipient of housing assistance administered through a project-based rental assistance program may be a commissioner of a municipal housing authority. The bill requires the City of El Paso to appoint at least one commissioner to the city's municipal housing authority who is a tenant of a public housing project over which the authority has jurisdiction or a recipient of housing assistance administered through the authority's housing choice voucher program or project-based rental assistance program. The bill prohibits a housing authority commissioner who is appointed as a tenant representative from participating in any vote or discussion concerning the termination of the commissioner's rights to housing assistance administered through a project-based rental assistance program or such rights of any person related in the first degree by consanguinity to the commissioner. If a housing authority commissioner appointed as a recipient of housing assistance administered through a project-based rental assistance program ceases to receive such assistance, a majority of the other commissioners must decide whether to request that a new commissioner be appointed.
