Senate Bill 637 amends the Transportation Code to establish that an order of the Texas Transportation Commission to deny access to or from a controlled access highway, adjoining public or private real property, or a public or private way intersecting the highway does not supercede a conflicting ordinance, resolution, or order of a county with a population of 3.3 million or more, or a county adjacent to such a county, unless enforcement of the ordinance, resolution, or order would jeopardize the state's receipt of federal highway funds.
