Senate Bill 649 amends the Solid Waste Disposal Act, Health and Safety Code, to require the Texas Commission on Environmental Quality (TCEQ), in cooperation with the Texas Economic Development and Tourism Office (TEDTO), to produce a plan to stimulate the use of recyclable materials as feedstock in processing and manufacturing. The bill requires TCEQ, in cooperation with other state agencies, including the governor's office, to develop a recycling education program intended for the public. The bill provides for the periodic update of the plan and education program. Implementation of a provision of this bill relating to the plan by TEDTO and TCEQ is mandatory only if a specific appropriation is made for that purpose.
