Senate Bill 650 amends the Alcoholic Beverage Code to require a person to visually inspect and access electronically readable information on a driver's license, commercial driver's license, or identification certificate for the purpose of verifying a purchaser's age in any retail sale of an alcoholic beverage on a permitted or licensed premises for offpremises consumption. The person may manually enter the information on the license or certificate into an electronic reader if the license or certificate cannot be electronically scanned. Among other provisions, the bill establishes exemptions to this requirement, revises provisions relating to the retention of electronically readable information, and establishes defenses to prosecution for failure to access such information on the license or certificate.
