Senate Bill 655 amends the Special District Local Laws Code to restrict the exercise of the power of eminent domain by an entity governed by statutory provisions relating to water and wastewater only to the exercise of the power for a public use in accordance with certain provisions of the Texas Constitution relating to the taking, damaging, or destroying of property for a public use. The bill amends the Water Code to apply the same restriction to an entity governed by that code.
