Senate Bill 7 amends the Water Code to set out provisions relating to the oversight and financing of certain water infrastructure matters under the jurisdiction of the Texas Water Development Board (TWDB). Among other provisions, including certain provisions contingent on voter approval of House Joint Resolution 7, the bill expands the authorized uses of the New Water Supply for Texas Fund, the Texas Water Fund, and the state participation account of the development fund. The bill establishes the Texas Water Fund Administrative Fund as a fund outside the general revenue fund to be administered by the TWDB for the payment of or reimbursement of the TWDB for the expenses incurred by the TWDB in administering the Texas Water Fund. The bill provides for a Texas Water Fund Advisory Committee. The bill increases the amount of financial assistance that may be provided to economically distressed areas for water supply and sewer service projects.

Senate Bill 7 also provides for water supply conveyance coordination by the TWDB, an interim study by the TWDB executive administrator regarding the incorporation of wastewater planning into the state water planning process, and the public availability of certain performance and accountability information.

Except as otherwise provided by the bill, Senate Bill 7 takes effect September 1, 2025.
