            Senate Bill 706 amends and repeals provisions of the Agriculture Code, Family Code, Government Code, Human Resources Code, Parks and Wildlife Code, and Transportation Code to abolish the State Council on Competitive Government. The bill transfers powers and duties of the council to the comptroller of public accounts; makes the Department of Information Resources responsible for certain duties relating to the electronic benefits enrollment and administration system; and clarifies that the Health and Human Services Commission (HHSC) is solely responsible for awarding a contract under the Medicaid vendor drug program and is authorized to consult with the comptroller in administering the program and related competitive bidding provisions.
