Senate Bill 73 amends the Government Code to require each executive, legislative, and judicial state agency and institution of higher education to adopt an employee policy providing clear and objective guidelines on the circumstances under which an employee is entitled to leave and to post the policy on the agency's website in a place easily accessible to employees and the public. The bill limits the discretion of an administrative head of an executive or judicial state agency to grant emergency leave to granting such leave to an employee the administrative head believes in good faith intends to return to work and authorizes such an administrative head to grant leave to a state employee involved with an agency investigation. The bill authorizes leave for medical and mental health care for certain veterans and sets out related reporting requirements. The bill also requires the comptroller of public accounts to adopt a uniform system for the reporting of leave that certain agencies must use.
