Senate Bill 828 amends provisions of the Water Code relating to the Texas Natural Resource Conservation Commission's (TNRCC) authority to compromise, modify, or set aside certain administrative penalties if the respondent to an administrative action is willing to contribute to an approved supplemental environmental project. The act authorizes the TNRCC to approve a supplemental environmental project in Mexico if the project substantially benefits territory in Texas. The TNRCC may not approve a project that is necessary to bring the respondent into compliance with environmental laws or to remediate harm caused by the respondent's alleged violation.
