Senate Bill 950 amends the Water Code to require the Texas Natural Resource Conservation Commission to encourage submetering of individual rental or dwelling units by master meter operators to enhance the conservation of water resources. The act authorizes the owner of a multiple use facility to apportion any taxes or surcharges charged by the public utility to the tenant and to allocate a service charge of not more than nine percent of the costs related to submetering to each submetered dwelling or unit. The act also requires the commission to adopt rules to implement the changes made in the subchapter as soon after the effective date of the legislation as possible.
