            Senate Bill 976 amends the Transportation Code to require a vehicle registration application to provide space for an applicant to voluntarily indicate that the applicant has a health condition or disability that may impede effective communication with a peace officer. The bill requires the Texas Department of Motor Vehicles to provide to the Department of Public Safety (DPS) the vehicle registration information of a person who makes such an indication and requires DPS to include that information in the Texas Law Enforcement Telecommunications System for the purpose of alerting a peace officer who makes a traffic stop that the vehicle operator may have such a health condition or disability.
