Senate Bill 993 amends the Special District Local Laws Code to provide for the creation, administration, powers, duties, operation, and financing of the Harris County Improvement District No. 5. The district is authorized to levy an assessment and, subject to voter approval, impose a property tax and issue bonds or other obligations to provide certain improvements and services that will promote the economic health and vitality of the area as a community and business center and provide for the general welfare of the public.
