Senate Joint Resolution 3 proposes an amendment to the Texas Constitution to require the legislature to establish the Dementia Prevention and Research Institute of Texas to provide money for research on and prevention and treatment of dementia, Alzheimer's disease, Parkinson's disease, and related disorders. Among other provisions, the resolution establishes the Dementia Prevention and Research Fund, provides for the transfer of $3 billion to that fund from the state's general revenue fund, and imposes a cap on the annual legislative appropriation to that research fund.
