Senate Joint Resolution 59 proposes an amendment to the Texas Constitution to establish the permanent technical institution infrastructure fund and the available workforce education fund for the purpose of providing a dedicated source of funding for capital projects and equipment purchases related to educational programs offered by the Texas State Technical College (TSTC) System. Among other provisions relating to the administration of the funds, the resolution provides for an annual distribution from the permanent fund to the available fund and the appropriation of that distributed money to the TSTC System's board of regents for eligible capital projects and equipment purchases, as specified by the resolution. The resolution sets a cap on the sum of the amount distributed to the TSTC System through these new funds and the amount allocated to that system through the higher education fund.
