<P>House Bill 3116 amends the Workforce and Economic Competitiveness Act to prohibit employers from hiring welfare recipients under a work supplementation program if the hiring will result in the displacement of an employee or of certain vacant positions or is the result of a strike. It describes the rights and benefits of program participants and makes implementation of the act's provisions subject to federal approval if necessary. </P>
