<p class=MsoNormal style='line-height:normal'><span style='font-size:10.0pt;
font-family:"Arial","sans-serif"'>            <a name=start></a>Senate Bill 7
amends the Code of Criminal Procedure, Education Code, Government Code, and Penal
Code to expand the conduct that constitutes the offense of improper
relationship between educator and student and to expand certain reporting
requirements for educator misconduct. The bill establishes civil and criminal
penalties, as applicable, for a superintendent, principal, or director of a
school district, district of innovation, open-enrollment charter school,
regional education service center, or shared services arrangement who fails to
make a required report. The bill makes a person who is a member or an annuitant
of the Teacher Retirement System of Texas (TRS) and is or was an employee of
the public school system ineligible to receive a service retirement annuity
from TRS if the person is convicted of certain offenses involving improper
sexual relations with a student.</span></p>
