            House Bill 253 amends the Health and Safety Code to require the Health and Human Services Commission to develop and implement an initial five‑year strategic plan to improve access to screening, referral, treatment, and support services for postpartum depression and to develop a new plan for the next five years by September 1 of the last fiscal year of each five‑year period.
