Enrolled Bill Summary

Senate Bill 2753 amends the Election Code to provide for the integration of early voting by personal appearance and election day voting, including the manner in which election returns are processed and other related changes. Among other provisions, the bill does the following:

• changes the early voting period to run from the 12th day before election day through the day before election day, including weekends and holidays;
• changes the early voting period for an election held on the uniform election date in May and any resulting runoff election to run from the ninth day before election day through the day before election day, including weekends and holidays;
• revises the circumstances under which county election precincts may be combined;
• provides for the designation of locations for polling places on election day;
• requires a county, city, or independent school district that conducts an election and maintains a website to post online the total number of votes cast for each candidate or for or against each measure at each polling location;
• requires a local canvassing authority to prepare a tabulation stating for each candidate and for and against each measure the total number of votes received in each polling location;
• requires voted early voting ballots that will be counted manually to be kept in a separate ballot box from ballots that will be counted using automatic tabulating equipment;
• revises the processes through which early voting ballots are delivered to the main polling place; and
• repeals provisions relating to late voting due to the death of an immediate family member and the prohibition against a direct recording electronic voting machine deployed for early voting also being deployed on election day.
