                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the consolidation of independent school districts.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 19.051, Education Code, is amended to
    1-5  read as follows:
    1-6        Sec. 19.051.  Districts That May Consolidate.  (a)  By the
    1-7  procedure described in this subchapter, any of the following groups
    1-8  of school districts may consolidate into a single school district:
    1-9              (1)  two or more contiguous independent school
   1-10  districts;
   1-11              (2)  two or more contiguous common school districts;
   1-12  <or>
   1-13              (3)  one or more independent school districts and one
   1-14  or more common school districts constituting as a whole one
   1-15  continuous territory; or
   1-16              (4)  two or more independent school districts located
   1-17  in a county with a population of 210,000 or more.
   1-18        (b)  Except as provided by Subsection (a)(4) of this section,
   1-19  the <The> consolidated district may include area in more than one
   1-20  county.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
