    1-1                                AN ACT
    1-2  relating to the application of the open meetings law to certain
    1-3  municipal boards, commissions, and committees.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 211, Local Government Code,
    1-6  is amended by adding Section 211.0075 to read as follows:
    1-7        Sec. 211.0075.  COMPLIANCE WITH OPEN MEETINGS LAW.  A board
    1-8  or commission established by an ordinance or resolution adopted by
    1-9  the governing body of a municipality to assist the governing body
   1-10  in developing an initial comprehensive zoning plan or initial
   1-11  zoning regulations for the municipality, or a committee of the
   1-12  board or commission that includes one or more members of the board
   1-13  or commission, is subject to the open meetings law, Chapter 271,
   1-14  Acts of the 60th Legislature, Regular Session, 1967 (Article
   1-15  6252-17, Vernon's Texas Civil Statutes), regardless of whether the
   1-16  board, commission, or committee has rulemaking or quasi-judicial
   1-17  powers or functions only in an advisory capacity.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency   and   an   imperative   public   necessity   that   the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
