                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the application of the open meetings law to certain
    1-3  municipal boards, commissions, and committees.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 211, Local Government Code,
    1-6  is amended by adding Section 211.0075 to read as follows:
    1-7        Sec. 211.0075.  COMPLIANCE WITH OPEN MEETINGS LAW.  A board
    1-8  or commission established by an ordinance or resolution adopted by
    1-9  the governing body of a municipality to assist the governing body
   1-10  in developing a comprehensive zoning plan or zoning regulations for
   1-11  the municipality, or a committee of the board or commission that
   1-12  includes one or more members of the board or commission, is subject
   1-13  to the open meetings law, Chapter 271, Acts of the 60th
   1-14  Legislature, Regular Session, 1967 (Article 6252-17, Vernon's Texas
   1-15  Civil Statutes), regardless of whether the board, commission, or
   1-16  committee has rulemaking or quasi-judicial powers or functions only
   1-17  in an advisory capacity.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency   and   an   imperative   public   necessity   that   the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
   1-23                       COMMITTEE AMENDMENT NO. 1
   1-24        Amend H.B. 78 as follows:
    2-1        (1)  On page 1, line 10, strike the word "a" and replace with
    2-2  the words "an initial".
    2-3        (2)  On page 1, line 10, insert the word "initial" between
    2-4  the words "or" and "zoning".
