                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to fees paid by certain psychologists.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 16B, Psychologists' Certification and
    1-5  Licensing Act (Article 4512c, Vernon's Texas Civil Statutes), is
    1-6  amended by adding Subsection (c) to read as follows:
    1-7        (c)  A psychologist is exempt from this section if the
    1-8  psychologist's services and use of official title are within the
    1-9  scope of that psychologist's employment as exempted by Section
   1-10  22(a) of this Act.
   1-11        SECTION 2.  This Act takes effect September 1, 1993, and
   1-12  applies only to fees that become due on or after that date.
   1-13        SECTION 3.  The importance of this legislation and the
   1-14  crowded condition of the calendars in both houses create an
   1-15  emergency   and   an   imperative   public   necessity   that   the
   1-16  constitutional rule requiring bills to be read on three several
   1-17  days in each house be suspended, and this rule is hereby suspended.
   1-18                       COMMITTEE AMENDMENT NO. 1
   1-19        Amend Section 16B, Psychologists' Certification and Licensing
   1-20  Act, subsection (c) by adding, after the word "Act":
   1-21  "unless the psychologist offers or provides psychological services
   1-22  to the public for a fee in addition to the salary that the
   1-23  psychologist receives from his employment as exempted by Section
   1-24  22(a)."
    2-1        The amended section should read:
    2-2        (c)  A psychologist is exempt from this section if the
    2-3  psychologist's services and use of official title are within the
    2-4  scope of that psychologist's employment as exempted by Section
    2-5  22(a) of this Act unless the psychologist offers or provides
    2-6  psychological services to the public for a fee in addition to the
    2-7  salary that the psychologist receives from his employment as
    2-8  exempted by Section 22(a).
