1-20 A BILL TO BE ENTITLED
1-21 AN ACT
1-22 relating to county library privileges from an established library.
1-23 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-24 SECTION 1. Sections 323.011(a) and (b), Local Government
1-25 Code, are amended to read as follows:
1-26 (a) Instead of establishing a county library, the
1-27 commissioners court of a county may<, on petition of a majority of
1-28 the voters in the county,> contract for library privileges from an
1-29 established library.
1-30 (b) The contract must provide that the established library
1-31 assume the functions of a county library within the county,
1-32 including municipalities in the county, and must provide that the
1-33 librarian of the established library hold or secure a county
1-34 librarian's certificate from the Texas State Library and Archives
1-35 Commission. The commissioners court may contract to pay annually
1-36 to the established library out of the general <county free library>
1-37 fund of the county an amount on which the parties may agree.
1-38 SECTION 2. The importance of this legislation and the
1-39 crowded condition of the calendars in both houses create an
1-40 emergency and an imperative public necessity that the
1-41 constitutional rule requiring bills to be read on three several
1-42 days in each house be suspended, and this rule is hereby suspended,
1-43 and that this Act take effect and be in force from and after its
1-44 passage, and it is so enacted.
