                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to placing librarians on a career ladder.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subchapter E, Chapter 13, Education Code, is
    1-5  amended by adding Section 13.324 to read as follows:
    1-6        Sec. 13.324.  CAREER LADDER FOR LIBRARIANS.  (a)  The State
    1-7  Board of Education shall establish a career ladder for public
    1-8  school librarians that is comparable to the career ladder for
    1-9  teachers authorized in this subchapter.  The board must use the
   1-10  same appraisal process, performance categories, and classes of
   1-11  certificates for librarians as are applicable to teachers to the
   1-12  extent practicable.
   1-13        (b)  A public school librarian on level two, three, or four
   1-14  of the career ladder is entitled to the same salary supplement that
   1-15  a teacher is entitled to under Section 16.057 of this code.
   1-16        SECTION 2.  This Act takes effect September 1, 1993.
   1-17        SECTION 3.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency   and   an   imperative   public   necessity   that   the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended.
