                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the composition of certain districts of the Texas House
    1-3  of Representatives.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  (a)  State representative districts 129 and 144,
    1-6  as established by Chapter 2, Acts of the 72nd Legislature, 3rd
    1-7  Called Session, 1992, are modified by transferring blocks 604, 605,
    1-8  608A, 608B, 610, and 611 of Harris County tract 0360.01 from
    1-9  District 129 to District 144.
   1-10        (b)  In this section, "block" and "tract" have the meanings
   1-11  assigned by Section 1, Article III, Chapter 2,  Acts of the 72nd
   1-12  Legislature, 3rd Called Session, 1992.
   1-13        SECTION 2.  It is the intent of the legislature that the
   1-14  changes made by Section 1 of this Act apply to the districts served
   1-15  by members of the house of representatives elected to the 73rd
   1-16  Legislature under the plan ordered by the court for the 1992
   1-17  elections in Terrazas v. Slagle, No. A-91-CA-425 (W.D. Tex.).  The
   1-18  legislature hereby asks that court to take any action necessary to
   1-19  give effect to Section 1 of this Act on the earliest practicable
   1-20  date.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
