                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to emergency dental care for elderly individuals.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 43.004(b), Health and Safety Code, is
    1-5  amended to read as follows:
    1-6        (b)  The board shall adopt rules to govern the program, to
    1-7  prescribe the type, amount, and duration of oral health services to
    1-8  be provided, and, if necessary to conform to budgetary limitations,
    1-9  to prescribe a system of program priorities regarding the types of
   1-10  services to be furnished, the geographic areas to be covered, or
   1-11  the classes of individuals eligible for services.  However, in
   1-12  adopting program priorities, the board shall require the provision
   1-13  of emergency care for individuals 55 years of age or older.
   1-14        SECTION 2.  This Act takes effect September 1, 1993.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency   and   an   imperative   public   necessity   that   the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
