                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a requirement that the Texas Department of Health
    1-3  conduct a study of the oral health needs of long-term care
    1-4  residents.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 43.004, Health and Safety Code, is
    1-7  amended by adding Subsection (g) to read as follows:
    1-8        (g)  The department shall conduct a study of oral health care
    1-9  needs based on the oral health status of long-term care residents.
   1-10  The study shall be used to project cost estimates of developing
   1-11  various basic levels of oral health care for indigent residents.
   1-12  The study shall include Medicaid residents as a factor in cost
   1-13  factoring.  This subsection expires August 31, 1995.
   1-14        SECTION 2.  (a)  This Act takes effect September 1, 1993.
   1-15        (b)  Not later than January 15, 1995, the Texas Department of
   1-16  Health shall submit to the 74th Legislature a report on the study
   1-17  required by Section 43.004(g), Health and Safety Code, as added by
   1-18  this Act.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency   and   an   imperative   public   necessity   that   the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
