                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to tuition charged certain students at public institutions
    1-3  of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 54, Education Code, is
    1-6  amended by adding Section 54.066 to read as follows:
    1-7        Sec. 54.066.  NONRESIDENT TEACHER CERTIFICATION CANDIDATES.
    1-8  An individual who has an undergraduate or graduate degree and who
    1-9  enrolls at an institution of higher education for the purpose of
   1-10  obtaining credit necessary to qualify for a teaching certificate in
   1-11  this state is entitled to pay tuition at the institution at the
   1-12  rate applicable to Texas residents without regard to the length of
   1-13  time the individual has resided in this state.
   1-14        SECTION 2.  Section 54.066, Education Code, as added by this
   1-15  Act, takes effect immediately and applies only to tuition that
   1-16  becomes due beginning with the fall semester in 1993.  Tuition that
   1-17  became due before that semester is governed by the law in effect at
   1-18  the time the tuition became due, and that law is continued in
   1-19  effect for this purpose only.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force according to its
    2-2  terms, and it is so enacted.
