                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the funding for the Center for Educational Technology.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 14.044(i), Education Code, is amended to
    1-5  read as follows:
    1-6        (i)  The legislature may <shall> provide funds for the
    1-7  <initial> development of the center.  <However, no unrestricted
    1-8  general revenue funds shall be directly appropriated for the
    1-9  continued operation of the center after the first three years of
   1-10  operation.  In addition, the General Revenue Fund shall be
   1-11  reimbursed for the initial appropriations from any royalties or
   1-12  other income of the center.>  Additional support for the center may
   1-13  include:
   1-14              (1)  annual membership dues for the private members;
   1-15              (2)  research services donated by members;
   1-16              (3)  facilities provided by each sponsoring institution
   1-17  of higher education;
   1-18              (4)  public and private grants; and
   1-19              (5)  royalties or licensing fees from marketed products
   1-20  produced by the center.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
