1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to establishing the Center for Texas Beaches and Shores.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Chapter 86, Education Code, is amended by adding
1-24 Subchapter E to read as follows:
1-25 SUBCHAPTER E. OTHER COMPONENTS OF UNIVERSITY
1-26 Sec. 86.81. CENTER FOR TEXAS BEACHES AND SHORES. (a) The
1-27 Center for Texas Beaches and Shores is a component of Texas A&M
1-28 University.
1-29 (b) The center is under the management and direction of the
1-30 board.
1-31 (c) The center shall:
1-32 (1) research problems at coastal conservation areas;
1-33 (2) study the effects of nature and humans on coastal
1-34 conservation areas;
1-35 (3) develop ways to control the loss of shoreline in
1-36 coastal conservation areas and to avoid ecological damage to
1-37 coastal conservation areas using innovative technologies; and
1-38 (4) cooperate and consult with the General Land Office
1-39 and other state agencies to manage coastal conservation areas.
1-40 (d) The board may employ personnel for the center, including
1-41 experts in coastal engineering, marine geology, ecology, biology,
1-42 and economics.
1-43 (e) The board may accept a gift or grant from any public or
1-44 private source for the benefit of the center.
1-45 (f) In this section:
1-46 (1) "Center" means the Center for Texas Beaches and
1-47 Shores.
1-48 (2) "Coastal conservation areas" has the meaning
1-49 assigned by Section 33.052(d), Natural Resources Code.
1-50 SECTION 2. The importance of this legislation and the
1-51 crowded condition of the calendars in both houses create an
1-52 emergency and an imperative public necessity that the
1-53 constitutional rule requiring bills to be read on three several
1-54 days in each house be suspended, and this rule is hereby suspended,
1-55 and that this Act take effect and be in force from and after its
1-56 passage, and it is so enacted.
