                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to access to certain personal information by an inmate of
    1-3  a state prison.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 500, Government Code, is amended by
    1-6  adding Section 500.007 to read as follows:
    1-7        Sec. 500.007.  ACCESS TO PERSONAL INFORMATION.  (a)  Except
    1-8  as provided by Subsection (b), the institutional division shall
    1-9  prohibit access by an inmate to information concerning an
   1-10  individual's:
   1-11              (1)  telephone number;
   1-12              (2)  home address;
   1-13              (3)  address of place of employment;
   1-14              (4)  social security number;
   1-15              (5)  credit account number or other credit records;
   1-16              (6)  medical prescription records; or
   1-17              (7)  insurance records.
   1-18        (b)  This section does not apply to:
   1-19              (1)  information relating to the inmate requesting the
   1-20  information; or
   1-21              (2)  a telephone directory or other regularly published
   1-22  compilation of information available to the public.
   1-23        SECTION 2.  This Act takes effect September 1, 1993.
   1-24        SECTION 3.  The importance of this legislation and the
    2-1  crowded condition of the calendars in both houses create an
    2-2  emergency   and   an   imperative   public   necessity   that   the
    2-3  constitutional rule requiring bills to be read on three several
    2-4  days in each house be suspended, and this rule is hereby suspended.
